Some applications like a name change application or a passport application require a guarantor to sign the Canadian passport application, a photocopy of the passport along with the copies of required identification papers.
A statutory declaration in Lieu of a guarantor from a notary public would help compensate your inability to find a suitable guarantor.
The usual requirement of a guarantor is that they must have personally known you for at least two (2) years, if you are applying for a passport from within Canada or USA. If you are applying for a Canadian passport form elsewhere, the guarantor they must have personally known the you for at least two (2) years and must reside within the jurisdiction of the passport issuing office and be accessible for verification.
